Core of the Case
The City Administration initiated a lawsuit to demolish the unauthorized building, which is a facility under construction. The problem is the location and the boundaries of the protected areas in the resort city. The requirements of the Administration are motivated by the presence of a sanitary zone in the resort city of Gelendzhik near the coastline, which, according to the plaintiff, was established on the basis of regulations of the USSR Cabinet of Ministers. The sanitary zone has not been plotted on public cadastral maps, and from the content of normative acts it is impossible to determine its location on the coordinate points of the terrain.

Achievements, Results, Importance, Significance of the Project
The dispute is of great importance for the development of judicial practice regarding the operation of protected and sanitary zones established on the basis of USSR acts. Such zones are most often not marked, building permits within them were actively issued and are being issued, until at some point the Administration comes with a claim for demolition. Such requirements are clearly inconsistent in terms of the decisions and actions of state bodies.
