Head of Real Estate and Construction practice of Avelan Law Firm Veronica Velichko commented in the magazine "All About Construction World" new Rules of Residential Premises Usage, which came into force since the 1st of March 2022 (the Russian Government regulation № 1498 from 06.09.2021 and the Ministry of Construction of Russia order № 292 from 14.05.2021).
Experts discussed innovations in the assessment of the technical condition and appearance of residential buildings, including glazing of the facades.
Veronica Velichko told about International and Russian experience of legal regulation of such issues, and noted that the approach in Russia is not so strict: there is no requirement for unanimity and there is no direct mention of "the house's exterior right" in the Russian Housing Code.
"Russia is moving in right direction, builders are increasingly arranging public discussions on the appearance of future buildings, provide separate niches in designs of residential complexes for air conditioners, offer uniform options for glazing balconies and loggias in apartments", - summed up V. Velichko.
